Passenger Door - Not Opening From Outside

I hope someone here can advise before I start tipping the door panel off. My passenger door locks and unlocks fine and opens from the inside, but I cannot use the external door handle. It moves but does not disengage the mechanism. Is there some random setting or switch (like child safety locks) that I should know about? Maybe this was a safety feature or something?
